While the scheme has achieved notable success—generating Rs 1.5 lakh crore in investments, 8 lakh jobs, and Rs 13 lakh crore in production—payment disbursals remain surprisingly low. Less than Rs 1,000 crore has been disbursed this fiscal year compared to nearly Rs 10,000 crore last year, with most claims coming from electronics manufacturers.


Though exports weren’t a primary objective, the scheme has resulted in Rs 4 lakh crore worth of exports, primarily from electronics and smartphones. To expedite payments, the government increased disbursement frequency from annually to quarterly, but uptake remains slow. Officials hope more claims will be submitted in the final quarter (January–March).




Industry insiders cite compliance burdens as a key deterrent. For example, smartphone giant Samsung faced delays due to document discrepancies and received its Rs 500 crore FY21 incentive only in December 2023 after revising claims. Launched in 2021 with a Rs 1.97 lakh crore outlay, the PLI scheme spans 14 manufacturing sectors. In the July Budget, its allocation for FY25 was increased by 33% to Rs 6,200 crore, underscoring the government’s commitment to bolstering India’s manufacturing sector.
